Submitting a Permit Application

Yes. All permitting should be conducted through MiEHDWIS. The permit application, review process, and approval are all completed electronically. Go to Community Water Supply Construction Permits for additional information on permit submittals, supporting documents, and general MiEHDWIS links.

EGLE can see a permit application once it is submitted by a Certifier. Before that, it is not accessible to EGLE staff. The water system can still access and edit the activity while it is in this draft state.

Only an approved representative for a water system may officially apply for a permit. In MiEHDWIS, this is the Certifier. Other contributor types may prepare, edit, or view a permit activity, but the application can only be submitted by a Certifier. A permit application will not be reviewed by EGLE until a Certifier has submitted it.

The application will be made available once a permit activity has been started. This application is what we refer to as a “dynamic form”. This means you will enter all the information in MiEHDWIS, and the application document can be revisited and revised until it is officially submitted to EGLE. A permit application in PDF is also available through Community Water Supply Construction Permits along with instructions for submittal.

The preferred method is to complete the dynamic form through MiEHDWIS. There is also an external permit application form available at Community Water Supply Construction Permits, which can be completed and emailed to EGLE staff if a MiEHDWIS Certifier is not available for the Community Water Supply. A document containing instructions and hints on how to complete an application is also available at the above link.

The “Facility Summary” is meant to be a brief, unique narrative to help distinguish the project. It is for what the project’s purpose is and describing where the work is taking place. The “Facility Details” is for the actual infrastructure and relevant details. This is where information about materials, sizes, quantities, and other design parameters is provided. These two fields have taken the place of what was called the “Facilities Description” on the old form.

Plans, specifications, and other permitting documents are all still part of the permitting process. As the user completes the application, they will be asked if various files are necessary. Once completed, tasks are automatically generated to upload these (and any other) files before the permit is actually submitted to EGLE. Any uploaded files should be unlocked so EGLE staff can process them.

No. Submissions made in MiEHDWIS will automatically notify the engineer responsible for the district the system submitting a permit is in.  It will also be added to their work queue.


Permit in Review

After the activity is certified, it will be assigned a status next to the activity name as well as show a change in the timeline at the bottom of the page. These will also be updated over time so you can know if progress is being made on the review.

The activity status will change to “More Information Needed”, the system Certifier and Activity Creator (if applicable) will receive notifications, and tasks will be added for the user(s) to complete. Scroll down in the Task section to ensure all tasks have been viewed and completed.

Review all tasks and messages for instructions. Comments may be communicated through tasks and messages, through the PDF Review, or a separate document uploaded by EGLE staff. PDF Review is an interactive PDF viewer, through which comments may be viewed directly on the submitted PDF documents and responses provided. Ensure the comment pane is open and all pages are scrolled through to populate the comments.

The Certifier must submit revisions. Tasks may be generated for the Certifier and/or Activity Creator to complete before the Certifier can submit revisions. A button for the Certifier to "submit" will appear upon completion of all tasks.

Uploads of new or revised files can be made in the Attachments section of the window similarly as to how they are with the initial application. The application must be reviewed through MiEHDWIS by the Certifier each time revisions are requested by clicking on the Form button, scrolling through the form, and clicking the Submit button. Changes can be made to the application before it is resubmitted. New or revised files should be identified through the file name or description.

The Messages section can be used for quick messages back and forth about an activity. A direct response to individual comments can be provided through PDF Review, if used by EGLE staff. You can also upload documents (e.g. a memo) in response to EGLE comments. Email or call your EGLE engineer. Permit Approval

The status for the activity will change to “Active”, and the Certifier will receive a notification. Systems with multiple certifiers should have them all check notifications or ask EGLE to make sure the correct person is listed as the certifier on the activity. For systems without a certifier, the designated contact person will be emailed.

MiEHDWIS generates a document that serves as the permit. This document includes the permit number, basic information on what was approved, the dates it is valid for, and any conditions.

Once everything is approved, the permit document will appear in the Attachments section along with the other relevant files. The permit document file name will typically include the Public Water Supply Identification, Construction Permit, and the Permit Number. Each of the files will appear as they were named at upload.

Approved files will be accessible through the Attachments section upon the activity becoming “Active”. Approved files receive a digital stamp from EGLE with the EGLE logo, permit number and date, name of the EGLE staff person processing the permit, and a timestamp of when the stamp was applied. Approved files should be identifiable with a unique name, such as the permit number.

By default, permits are valid for two years from the date of issuance. The expiration date is included on the permit and is recorded with the Activity in MiEHDWIS. Extensions may be requested before expiration if more time is needed.

The permit is accessible through MiEHDWIS to any activity contributor with viewing permissions. The Certifier and Activity Creator (if applicable) receive a notification from MiEHDWIS that the activity is Active and the permit is available. If the supply does not have a Certifier, designated contacts receive the permit through an email.  Permit files can be shared by these persons or by request to EGLE staff.


Existing Permits

Yes. As long as a request is submitted prior to the expiration of the permit. Please allow for an appropriate amount of time for EGLE staff to process your request before the permit expires. A last-minute request may not be completed in time before the permit expires.

Permit extensions grant an additional 2 years from the date the extension is approved by EGLE. Anything beyond that timeframe should be discussed with your EGLE engineer to determine whether an extension or resubmittal at a later date is more appropriate.

Contact your EGLE engineer to discuss the proposed changes before any construction occurs that does not match the permit. Per Rule 1309 of Act 399, EGLE approval or new permit issuance may be required before altering the construction plans. If so, the original permit application process will be followed and all relevant documents must be submitted. Information for the whole project, not just the revised portion(s), must be included. Call out all proposed revisions in the permit application, plans, and specifications to expedite review and permit issuance. The Facilities Summary for the new permit application should reference the original permit number, for example: ACT-999999 | Main Street Reconstruction - Superseding ACT-888888. Once the new permit is issued, the original permit will be closed by EGLE staff. The new permit will contain a condition superseding the original permit.

As-built plans or other documents required after project completion should be sent to the District Office.
