Consumer Confidence Report Certificate of Distribution

 

New Process Beginning January 2026 for the 2025 Annual Reports.

CCR Deadline: July 1st of each year

CCR Certificate of Distribution Deadline: October 1st of each year

EGLE now creates and assigns the Consumer Confidence Report and Consumer Confidence Report Certificate of Distribution activities to the water supplies required to complete and submit these documents. These options are no longer available in the Create Activity Menu.


Locating the CCR Certificate of Distribution Activity

Users must be a contributor on the activity or entity level in order to see this activity. 
Only Certifiers can submit to EGLE.

Locating your supply’s assigned activity

Option 1: Dashboard

  1. From the Dashboard, click Filter on the Open Activities card.

  2. Select the Community Water Supply - Consumer Confidence Report Certificate of Distribution from the Activity Type field and click Filter.

    1. This will filter the Open Activities card to show just the CCR Cert. type activities. Click an open activity to continue on to upload files to the activity.

Option 2: Activity History

  1. On your Activity History, use the Activity Type quick filter and look for Consumer Confidence Report Certificate of Distribution

  2. Select the activity that needs your attention.

Completing the Consumer Confidence Report (CCR) Certificate of Distribution Activity

  1. Review the Guidance.

  2. The Activity Status will be Report Due/Certificate Required.

  1. If you have questions, contact the Consumer Confidence Report Analyst using the Messages card on the activity overview screen.

    1. Click on the Recipient line and select the Consumer Confidence Report Analyst.

    2. Write your message in the Content section. When ready, select Send Message.

  1. To upload the CCR Certificate of Distribution file(s), scroll down to the Customer Attachments card

  2. Select Upload Attachment.

  1. Select the file(s) to upload by browsing or dragging in the files.

  2. Complete the File Upload details for each file:

    1. File Name: Title the file with a name that accurately describes its content.

      1. Example format: {Year} CCR Certificate of Distribution {PWSID/Supply Name}

    2. File description: Optional field for any necessary information about the file.

    3. File Type: Select the File Type that fits the file you are uploading, Consumer Confidence Report Certificate of Distribution or General Correspondence.

Consumer Confidence Report files are not to be uploaded to this activity. These files should be uploaded to the Consumer Confidence Report activity, which is created for you upon creation of the report activity. Visit the Consumer Confidence Report page for additional details on locating, uploading, and report submitting files.

  1. Click Save.

  2. Review your activity and make sure all your attachments are uploaded and accurate.

    1. You can add or modify uploads before submission using the Upload Attachment, Edit and Delete options.

  1. When ready to submit, click on Submit to EGLE at the top of the activity overview screen.

Please note, only water supply Certifiers can submit to EGLE.
If you are not a Certifier but an entity or activity Contributor, you can upload files for the Certifier to review and submit to EGLE.

  1. For Certifiers: Complete required information in the Submit to EGLE popup box and then click Submit to EGLE.

  2. Check Submission Attestation checkbox.

  3. Enter Security PIN that was sent via email.

    1. Please check spam/junk folders if not received. If still having PIN issues, reach out to the MiEHDWIS Help Desk for assistance.

    2. The same PIN may be used for other submissions until you log out of your current session.

  4. Upon successful submission, the activity status will update to Submitted and a confirmation email will be sent to the Certifier.

More Information Needed - Report Due/Certificate Required

EGLE staff may have questions or need more information. The Activity Status of your Activity may change back to Report Due/Certificate Required in these cases.

  1. A notification will be sent to indicate that action is required. The status of the activity will be Report Due/Certificate Required.

  1. EGLE will explain what information is missing, need corrected, or clarified using the Tasks and Messages areas of the activity.

  2. Review EGLEs request and respond.

    1. If a revised report is needed, scroll down to Customer Attachments and click Upload Attachment.

  3. Select the new CCR Certificate of Distribution file(s) to upload.

  4. Complete the information on the card:

    1. File Name: Please title the file with a name that accurately describes the file being submitted.

    2. File Description: Optional field to include any necessary information about the file.

    3. File Type: Please select the File Type that best suits the file you are uploading.

  5. Click Save.

  6. Archive the old CCR Cert. by selecting the Archive icon.

  7. Then select the applicable Archive Reason and click Archive.

When archiving a previous uploaded file, users will need to provide a reason why you are archiving it

  1. Review the Customer Attachments. Archived files are hidden from view. To restore a file, contact EGLE.

  2. Once EGLEs request for more information is addressed, check off any open Tasks and click Submit to EGLE.

  1. Complete the Submit to EGLE popup box requirements, Submission Attestation and Security PIN.

  2. The activity status will update to Submitted upon submission to EGLE.
