Requesting a Certifier Role
Do I need a certifier role?
If you will be certifying activities on behalf of any water supply(ies) you oversee, then yes - you must request a Certifier role for each individual supply. You only need one user account; you may add Certifier roles for multiple supplies to it
You do not need a Certifier role to create activities or prepare/upload documents. However, each supply must have at least one Certifier in place to certify (“approve”) activities and submit them to EGLE for review. It is recommended that each supply have more than one Certifier for backup coverage.
Please note: Activities and their associated files are not considered submitted to EGLE until they are certified and submitted by a designated Certifier.
You may request the Certifier role for yourself for any supply you oversee, or another staff member or consultant may request it for their own account. Follow the steps to request the Certifier role as needed.
Before requesting a Certifier agreement, you must have already requested access to MiEHDWIS through MiLogin for Business and have been approved by a MiEHDWIS System Administrator.
Create a new activity from one of the following options:
Option 1: Select Create Activity on the left main navigation menu.
Option 2: Select Create Activity on the Dashboard’s Activity Menu card.
Select Community Water Supply as the Entity Type.
Use the Category drop down or Filter bar to narrow down your Activity selection.
Select Certifier Request.
Choose the Entity (water supply) for which you are requesting to be a Certifier.
Input the community water supply, either by searching for the water supply by name or by the Public Water Supply ID (PWSID, previously called WSSN, Example: 6280).
Click +Create.
Starting April 2025, users requesting to become a Certifier must go through an Identity Verification (IDV) process per EPA CROMERR requirements.
IDV is a security process used to validate the authenticity of a person’s identity.
Please note that EGLE will only be provided with a pass/fail verification outcome. Personal information, ID images and biometric data will not be shared with or retained by EGLE.
At this point, you will be taken to the Activity page and are assigned a unique Activity ID (ACT-XXXX). Review the information listed in the Guidance field as it will give you information on completing the activity.
Click Start Form under the Tasks card.
Fill out the requested information within the form, and then click Complete.
You may select Save Draft if you need to finish the form at another time. Access the form again by clicking Return to Form on the Tasks card.
After selecting Complete, the activity will automatically be submitted to EGLE.
At this time, the EGLE District Engineer will verify your relationship to the water supply.
Once verified by the District Engineer, a Certifier Agreement Administrator will process the request and send the Certifier Agreement via OneSpan. It will be signed first by the Water Supply Administrator, followed by you.
The Administrative Contact for the supply will receive an email notification from the State of Michigan asking for electronic signatures using eSignature Solutions (OneSpan).
The Administrative Contact will need to click the link in the email and then follow the prompts, which will lead them through the document signing process.
Once the Administrative Contact has completed signing, an email notification from the State of Michigan asking for electronic signatures using eSignature Solutions (OneSpan) will automatically be sent to you.
You will need to click on the link and then follow the prompts, which will lead you through the Identity Verification process and the document signing process.
Once all parties have signed, the completed Certifier Agreement will be automatically sent back to the Certifier Agreement Administrator. DO NOT print off and send a copy back to EGLE.
The Certifier Agreement Administrator will assign you as a Certifier for the supply and transition the activity to Active, at which point the system will automatically send you a notification confirming your role is active.
