Process for Campground Construction Permits

The campground construction permit is started by the external user and then transitioned to EGLE either after payment is made or if a MiCaRs billable customer is missing.

Paper Application Received

If a paper application is received the Campground Program Administrator will complete the following steps.

  1. Navigate to Campground Entity

  2. Create an activity

    1. Provide Activity Name

    2. Activity Type - Campground Construction Permit

    3. Permit Type

      1. Select from:

        1. Initial

          1. If this is for a new campground, you will need to create the new campground entity first.

        2. Modified

    4. Submitted Date

  3. Once on the Activity Overview page, the status will be Application Received. Upload construction plans and other documents to the file drawer.

Missing Billable Customer

  1. If a MiCaRs Billable customer is missing the Enviromental Health Administrative assistant is assigned to the activity.

  2. The Enviromental Health Administrative assistant will set the MiCaRs Billable Customer.

  3. When ready, transition the activity to Create Fee and Invoice.


Transitioned to EGLE

  1. A Task is generated for the Enviromental Health Administrative Assistant when permit is submitted to EGLE.

  2. The Construction Permit Activity will be located in My Open Activities Card.

    1. Activity Status will be Submitted.

    2. Select Activity ID.

  3. Administrative Assistant will:

    1. Confirm required materials were submitted, by checking Linked Documents or the Files Drawer.

    2. Review the application through the dynamic form drawer or the Linked Documents tab.

    3. Confirm that payment, via confirmation number.

    4. If this is a new Campground Construction Permit assign an LHD office to the Campground.

  4. If information is missing:

    1. Transition to contact applicant.

      1. Communicate with applicant via phone or email

      2. Transition to Information Provided once information is provided via phone or email

    2. Transition to More Information Needed.

      1. Navigate to portal collaboration and send a message regarding missing information and/or documentation.

      2. External users will transition back to In Review.

  5. If the applicant reaches out to withdraw construction permit, transition to Withdraw Construction Permit Application.

    1. This will add the resolution of Withdraw by Application to the activity.

  6. If information looks correct, activity is transitions to Plan Review.

Assigned to Engineer

  1. The activity is assigned to an engineer when the permit is transition to Plan Review and then to In Review.

    1. A notification is generated to the assigned engineer.

  2. Construction Permit will be located in My Open Activities Card.

    1. Activity Status will be Plan Review

    2. Select Activity ID.

  3. In Review will allow the engineer to review the plans and application submitted by the entity.

    1. Review the construction permit application located in the Dynamic Forms drawer.

    2. Assess the attached construction plans through the Files drawer or the Attached Documents tab.

    3. Include any necessary conditions via the conditions tab.

    4. Review and adjust the construction totals as needed.

An engineer may have to download the license and make manual edits to the construction permit.
To download:

  1. Navigate to the generated documents drawer

  2. Select the name of the generated document, this will take you to the generated documents details page.

  3. Using the 3-dot menu in the right-hand corner, select Download as DocX

To Upload:

  1. Click the Edit button on the details page of the generated document.

  2. Select Click to Browse or drag files here.

  3. Locate the edited Word document, select it, and then click Open.

  4. Finally, click Save.

  1. If information is missing:

    1. Transition to contact applicant by email.

      1. Communicate with applicant via phone or email.

        1. If the external user has MiEHDIWS account, transition to Submitter will make edits.

      2. Transition to Information Provided once information is provided via phone or email.

    2. Transition to More Information Needed.

      1. Navigate to portal collaboration and send a message regarding missing information and/or documentation.

      2. External users will transition back to In Review.

      3. If external user does not respond activity will be transitioned to Contact Applicant.

  2. If the applicant reaches out to withdraw construction permit, transition to Withdraw Construction Permit Application.

    1. This will add the resolution of Withdraw by Application to the activity.

  3. If application is ready, transition to Process Permit.

    1. This will automatically set the most recent Draft Construction to Final.

  4. Permit is now in Active Status.

    1. 120 days before expiration a notification will be generated for both the external user and the engineer.

    2. 60 days before the permit expiration a notification will be generated for both the external user and the Campground Program administrator.

  5. On the permit’s expiration date, the activity will automatically transition to Permit Expired.

Active Permit

  1. When construction is completed, External user will transition to Construction Completed.

  2. External user will upload Affidavit and submit to EGLE.

  3. Activity is then assigned to engineer to confirm construction is complete.

  4. If construction is completed transition to Construction Completed.

    1. Permit is now closed.

    2. If this is a new campground this transition will automatically kick off a new campground License Activity.

  5. If construction is complete and the site totals have changed from what was originally on the permit, transition to Site Totals changed - Construction Completed.

    1. This will generate a notification for the Campground program administrator to generate a new license. 

  6. If Construction is complete but affidavit or other document is missing transition to Contributor will Upload Files.

  7. If construction is incomplete transition to Incomplete Construction.

    1. This will update the resolution to expired.

    2. Permit is now Closed.

  8. If construction is incomplete, but an extension request is possible, transition to Allow Late Extension Request. This will transition the activity to the Urgent - Review Extension Requested step.

Expired Permit

  1. Permit will automatically expire on its expiration date and transition to Was Construction Completed?

    1. The activity will be assigned to an engineer.

  2. If construction is complete but an affidavit or other document is missing, transition to Contributor will Upload Files.

    1. If construction is incomplete, but an extension request is possible, transition to Allow Late Extension Request.

  3. If construction is incomplete, transition to Incomplete Construction.

    1. This will update the resolution.

    2. Permit is now Closed.

Extension Requests

  1. If a campground currently has an active permit, and they know they will not meet their expiration date, they can Request an Extension.

  2. Review Extension Requests are assigned to an engineer.

    1. If extension is denied, transition to Deny Extension.

    2. If extension is approved transition to Extension Approved.

  3. If permit expires while on the Review Extension Request step, it will automatically be transitions to Urgent - Review Extension Requested.

Urgent - Review Extension Request

  1. If a Campground permit expired, and construction was not completed they may request an extension, if so transition to Allow Late Extension Request.

  2. Urgent - Review Extension Requests are assigned to an engineer.

  3. If extension is denied, transition to Deny Extension.

    1. This will Expire the construction permit

      1. update the resolution.

      2. Permit is now Closed.

    2. If extension is approved transition to Approved Extension.

      1. This will generate an updated construction permit with new expiration date.

      2. External user will be notified about approved extension.

      3. Activity will transition back to Active Status.

Historical Documents

  1. If you have historical documents to add to a Closed construction permit Transition to Upload Historic Documents.

    1. Please have the historical documents ready to be uploaded when you transition this activity. The activity will automatically transition back to Closed within 2 days.

  2. Once documents have been added transition back to Closed.
