Do I need a certifier role? If you will be certifying documents on behalf of the water supply(ies) you oversee, you will need to request a certifier role for each supply. **Please note that you do NOT need certifier status to prepare/upload documents. However, there does need to be at least one certifier role assigned for each supply, in order to certify (“approve”) documents and transition activities to EGLE for review/processing. Documents are not submitted to EGLE until certified and transitioned. You will need to request a certifier role or designate another water supply staff person or consultant to do so, following the numbered steps below. |

Log into MiLogin for Business.
Click Create Activity.
Choose the Entity Type of Community Water Supply.
Choose the Request Category of User Role Request.
Choose the Request Type of Certifier Request.
Then, fill in the Entity (water supply) for which you are requesting to be a Certifier.
Click Create.
At this time, the EGLE District Engineer will verify the Requestor’s relationship to the water supply.
Once verified by the District Engineer, a Certifier Agreement Administrator will process the request and send the Certifier Agreement to the Administrative Contact for the supply and the Requestor.
The Administrative Contact for the supply will receive an email notification from the State of Michigan asking for electronic signatures using eSignature Solutions (OneSpan).
The Administrative Contact will need to click the link in the email which will take them to the SMS authentication. The Administrative Contact will need to enter the SMS code that was texted to their mobile device and then follow the prompts, which will lead them through the document signing process.

Once the Administrative Contact has completed signing, an email notification will automatically go to the Requestor who will then follow the same process to sign.
Once all parties have signed, the completed Certifier Agreement will be automatically sent back to the Certifier Agreement Administrator. DO NOT print off and send a copy back to EGLE.
Upon receiving the signed version back from OneSpan, the Certifier Agreement Administrator will update the Certifier Request Activity, upload the signed Certifier Agreement to the Activity, and assign the Requestor as a Certifier as on the Entity (water supply).
