  1. An external user will request access to MiEHDWIS for a Community Water Supply. 

  2. The District Engineer will verify the user's relationship with the supply, complete the required task, and either approve or deny the request.

    1. Assigned The assigned task requires the District Engineer to review and verify the Administrative Contact details on the entity overview. If changes need to be made, SDWIS should be updated before approving the request.

  3. Once the District Engineer has approved, a Certifier Agreement Administrator will assign the activity to themselves to start certifier agreement process.

  4. The Certifier Agreement Administrator will send out a Certifier Agreement via OneSpan, and then transition the activity to Agreement Sent.

    1. The agreement will be sent to the Administrative Contact (AC) for the supply first. Once the AC has signed, the agreement will auto route to the user requesting to be a certifier. Completed agreements will auto route back to the Certifier Agreement Administrator.

  5. Once the Certifier Agreement has been signed and sent back via OneSpan, the Certifier Agreement Administrator working on the activity will upload the signed Certifier Agreement to the File Drawer on the Entity and/or Activity level.

  6. On the Entity level contacts drawer, the Certifier Agreement Administrator will add the approved user as Certifier.

  7. Once the Certifier Agreement has been uploaded and the user added as a Certifier, the Certifier Agreement Administrator will transition the activity to Contributor Added.

  2. A Certifier Agreement Administrator will approve a Certifier Request if the user is listed as the Operator-in Charge and/or Administrative Contact on the Entity page. If not listed, then the District Engineer will verify the user’s relationship with the supply, and either approve or deny the request. The District Engineer will verify the user's relationship with the supply, complete the required task, and either approve or deny the request.

    1. The assigned task requires the District Engineer to review and verify the Administrative Contact details on the entity overview. If changes need to be made, SDWIS should be updated before approving the request.

  3. Once the District Engineer has approved, a Certifier Agreement Administrator will assign the activity to themselves to start certifier agreement process.

  4. The Certifier Agreement Administrator will send out to all signers a blank Certifier Agreement via US mail or email with directions of where to send the completed agreement, and then transition the activity to Agreement Sent. 

  5. The signed Certifier Agreement will be received by Lansing Central who will scan and email a copy to the Certifier Agreement Administrator.  The Certifier Agreement Administrator working on the activity will upload the signed Certifier Agreement to the File Drawer on the Entity and/or Activity level.

    1. The original paper copy of the Certifier Agreement will be filed in a designated filing cabinet in Lansing.

  6. On the Entity level contacts drawer, the Certifier Agreement Administrator will add the approved user as Certifier.

  7. Once the Certifier Agreement has been uploaded and the user added as a Certifier, the Certifier Agreement Administrator will transition the activity to Contributor Added.
