Revised Permits: Revisions of Approved Plans and Specifications
When issued permits require changes from the approved plans, specifications, or other pertinent information, that will affect well or watermain isolation, capacity, flow, treatment, or operation of the waterworks system, or portion thereof, then a new permit is required.
The External User (EU) should contact the District Engineer (DE) to determine if revision approval is required (see Administrative Rule 1309).
The DE contacts the issuing Professional Engineer (PE) and/or District Supervisor to discuss any questions as to whether the proposed revision constitutes a new permit application.
The EU must submit a new permit application for revisions, which requires approval (see Construction Permit Activity Submittal through MiEHDWIS).
The permit application must cover the complete project.
Recommended: the proposed revisions should be called out in the permit application, plans, and specifications.
***Important: The Facilities Summary (Activity Description) on the new permit application should reference the original permit number.
Suggestion: incorporate the original pages, “crossed out,” into the new revised permit plans with each new page immediately following the page it is replacing; the new pages should have clear notes and callouts stating the changes from the original design.
The DE and PE conduct their respective portions of the “Application Review” and “Plan Review” for the complete project with revisions.
Prior to “PE Plan Review,” the DE adds a condition to the new revised permit, explaining that it is replacing an existing issued permit. Include the old permit number and name (ACT-XXXXXX | Permit Name).
For example, “This permit is a revision to a previously issued permit and will replace it: ACT-323945 | City of Brighton Pine Creek Bluffs Water Booster Station Construction Permit Submission.”***Important: during the review process, the DE links the permits together using the Links button in the Activity Drawer on the right. The old permit is the Parent; the new permit is the Child.
***Note: multiple activities can be linked together, so there can be multiple Child activities. For example, if a supply wishes to separate an issued permit into two new permits, the original permit would be the Parent, and the two new permits would both be a Child.
The DE processes the new permit as normal.
After the new permit is issued, the DE closes the original permit by transitioning it to Lapse, using the Superseded resolution.
Click the Transition button and select Lapse from the dropdown menu.
A Resolution will be requested. Select Supersede from the dropdown. Clicking the Lapse button will change the status to Closed/Superseded and cannot be undone. Click Cancel to navigate away from the Lapse transition.

Rule 1309. (1) Changes from approved plans or specifications or other pertinent information which would affect the well or watermain isolation or capacity, flow, treatment, or operation of the waterworks system, or portion thereof, shall be submitted to the department and approval obtained before construction of the changes. Changes from approved proposals shall be submitted in advance of any construction work which will be affected by the changes to allow sufficient time for review and approval by the department.
(2) Revisions or minor changes not affecting isolation, capacity, flows, treatment, or operation may be allowed during construction without the approval of the department.
(3) As-built plans, clearly showing the work as constructed, shall be submitted to the department upon request.
