Processing Consumer Confidence Reports (CCRs) and CCR Certificates
New Process Beginning January 2026 for the 2025 Annual Reports.
Overview
Consumer Confidence Reports (CCRs) and Consumer Confidence Report Certificates of Distribution (CCR Cert) are now generated for water supplies through MiEHDWIS/SDWIS integration. All active water supplies, except a few water authorities, have a Consumer Confidence Reports (CCRs) Compliance Schedule in SDWIS to assist with compliance determination.
Water supplies locate their assigned activities, upload the relevant files, and submit the activity. Continue reading to learn how to process CCRs and CCR Certs in MiEHDWIS and SDWIS.

Processing Consumer Confidence Report (CCR) Submissions
CCR activities come into EGLE with an initial activity status/activity resolution of Submitted or Submitted/Preliminary Review Requested (activity resolution is conditional, depends on if a water supply requests a preliminary review). CCRs are assigned to the Consumer Confidence Report Analyst Workgroup. The CCR Workgroup uses Personal Dashboards to manage; Submitted submissions aren’t assigned to an individual person.

Submitted and EGLE Review CCRs
Select a CCR activity to review.
On the activity Overview of the Submitted status activity, click Assign in the Workflow card. The CCR workgroup is assigned, but an individual still needs to claim the item for review.
In the Activity Assignment prompt, keep the workgroup assignment and select an individual from the Assigned to Individual field and then click Assign. The Assigned Individual will update in the Workflow card.
Click Transition - Begin Review.
A Begin Review prompt will appear.
Review the information in the prompt, confirm an individual person is assigned, check the checkbox.
Select Begin Review.
The activity status will update to EGLE Review.
Review the activity documents via the Files drawer or the All Documents (Linked Documents) tab.
If CCR is acceptable, no revisions are needed, select Transition - Accepted.
This will lock down and close the activity and the activity status will become Accepted.

Requesting More Information or CCR Revisions
If more information or edits are needed, use the appropriate "more information needed" transition:
Option 1: More Information Needed
This Transition assigns the activity to a Certifier and updates the activity status to Waiting on Applicant.
Navigate to the Portal Collaboration tab to communicate revisions or questions in the Messages card or edit/add task(s) in the Tasks card.
The workflow is configured to automatically transition to send a Resubmit reminder every 5 days.
You can manually send the reminder by selecting Send Reminder Notification while on the Certifier to Update Information step.
Option 2: Email Supply for More Information
This transition keeps the activity assigned to the same individual/workgroup and updates the activity status to More Information Needed.
After transitioning the activity, contact the water supply outside MiEHDWIS by email or phone to communicate necessary revisions.
Upload your email correspondence to the Files drawer and/or add phone call notes to the Notes drawer on the activity.
If additional information arrives outside the system, upload it to the existing activity and return it to the reviewer using the Information Provided by email (no Certifier available) Transition.
If a Certifier is available to upload files, use the Certifier Will Upload Files Transition to assign the activity externally and update the status to Waiting on Applicant.
Activity is reassigned to EGLE
A Review Revised CCR Task is created and assigned to the Consumer Confidence Report Analyst after submitting more information.
Review the submission and,
Accept the activity
Request More Information Needed again
Move to Content Error Found, which moves the activity to a Processing step and updates the internal status to Processing.
The external status remains EGLE Review.
Content Error Found - Processing CCRs
The Processing step acts as a holding bin for the CCR workgroup to make final determinations on what is acceptable for the year vs what needs revised vs what needs violations.
All CCR activities will eventually end on Accepted, move to a closed state, even if a violation is linked.
While in the processes step, there are the following Transition options:
Accepted
Locks, closes, and updates the activity to Accepted.
Request More Information - Certifier/Request More Information - No Certifier
Create Violation Activity
Keeps the activity on Processing, but creates a linked Violation Notice activity, which can be accessed through the Links drawer.
After creating the Violation Notice, Transition the activity to request more information or Accepted. Carry out the remaining Violation Notice work on the Violation Notice activity.

Consumer Confidence Report Content Correction Communication files should be uploaded to the CCR activity. Violation Notices shall be uploaded to the Violation Notice activity.
SDWIS CCR Compliance Schedule Data Entry
Each supply is required to submit a Consumer Confidence Report (CCR) to EGLE by July 1 and a CCR Cert by October 1. The SDWIS Compliance Schedule initiates the MiEHDWIS activity at the year's start. After the external user submits an acceptable report, close the SDWIS activity to prevent it from showing candidate violations for missing compliance schedule activities.
In SDWIS, search for the water supply for which you need to enter compliance schedule dates.
Click the Compliance Schedule button.
Locate and select or Change the CCR schedule type from the list.
Enter the Achieved Dates for each activity in the Compliance Schedule Activities table as achieved and the Closed Date for the overall schedule when all activities are completed.
CCR - Consumer Confidence Report, Due Date = 07/01 of the year following the report year
CCR - Certificate of Distribution, Due Date = 10/01 of the year following the report year
Click OK at the bottom of the screen to apply the changes.
Processing CCR Certificates of Distribution
CCR Cert activities start with an initial status/resolution of Report Due/Certificate Required upon creation by the system but update to Submitted upon either the external user uploading and submitting files or internal user uploading files and notifying the reviewer.
Select the Submitted CCR Cert activity to begin review.
On the activity Overview, click Assign in the Workflow card. The CCR workgroup is assigned, but an individual still needs to claim the item for review.
In the Activity Assignment prompt, keep the workgroup assignment and select an individual from the Assigned to Individual field and then click Assign. The Assigned Individual will update in the Workflow card.
Click Transition, Begin Review.
A Begin Review prompt will appear. Review the information in the prompt, confirm an individual person is assigned, check the checkbox, and then click Begin Review. The status will update to EGLE Review.
Review the file(s). Select Transition, Accepted/Completed or Revisions Needed.
Accepted/Completed - locks down and closes the activity.
Revisions Needed - updates the status/resolution to Report Due/Certificate Required and assigns the external user. Communicate revisions or ask questions via the Portal Collaboration or via email/phone. For more details, check out the guidance above for Requesting More Information or CCR Revisions.
